En ese sentido me inspira mucho que desde el año 2006, la sociedad civil organizada en el Salvador ha luchado para que se reconozca el derecho humano al agua y ha exigido que se apruebe una ley general de agua. El derecho al agua fue declarado por las Naciones Unidas en el año 2010, por lo tanto, este derecho no está ratificado ni reconocido en nuestra constitución.

En El Salvador la mayoría de las poblaciones marginadas y vulnerables carecen de acceso al agua en calidad y cantidad necesaria para garantizan las condiciones adecuadas para apropiado saneamiento y alimentación. Ahora, más todavía, en el marco de la pandemia Covid 19, cuando las principales medidas de prevención incluyen el lavado de manos, superficies, objetos, etc., la falta de acceso al agua, este bien común básico priva a estas poblaciones de su derecho a la salud y la higiene personal.

I am strongly inspired by the fact that since 2006, our organized civil society has demanded the recognition of the human right to water and required the approval of a national Water Act. The United Nations proclaimed the right to water in 2010. Since our constitution precedes that time, this right is not enshrined in it. Most of the marginalized and vulnerable populations in our country lack access to the quality and quantity of water necessary to ensure the establishment of appropriate sanitation and food conditions. Sanitation through the washing of hands, surfaces, objects, etc. is one of the main prevention measures in times of Covid-19. Lack of access to water deprives these populations of their right to health and sanitation.

Una de las medidas primordiales y necesarias a implementar será ampliar y fortalecer los mecanismos de organización social a todos los niveles, ya sean comunitarios, departamentales, etcétera, para que puedan empoderase e incidir en el reconocimiento y cumplimiento del derecho al agua. Es necesario también que la clase política partidaria legisle y asuma compromisos reales en este asunto que es crucial para las poblaciones más empobrecidas del país, siendo el derecho humano al agua a prerrequisito para la realización de otros derechos, como, por ejemplo, el derecho a la alimentación.

Among the essential measures to be implemented, should be an expansion and strengthening of the mechanisms of social organization at all levels, whether community, departmental, etc., to empower them to successfully further the acknowledgement and the fulfillment of the right to water. In addition, the party-political class should legislate and take on a real commitment to address these priority issues, for the sake of the most impoverished populations of the country and given that the human right to water is essential for the implementation of other rights such as the right to food.

Si estas acciones se llevan a cabo, se contribuirá a la reducción global en la mortalidad por falta de saneamiento básico, falta de una alimentación adecuada. Además, estas acciones garantizarán la promoción de sistemas agrícolas acordes a la realidad de los pueblos y en general reducirán los niveles de desigualdad de derechos y contribuirán eventualmente a una mejor justicia social.

If these actions are carried out, they will contribute to the overall reduction of mortality due to lack of basic sanitation and adequate food. In addition, these actions will ensure the promotion of agricultural systems suitable to the reality of the people and in general they will reduce the level of rights inequality, and therefore thus further social justice.
